Student Identification and Recruitment Flowchart

For districts not entering employer information into their school management database

 

1.  The family registers children for school. continue
2.  The family fills out the employer information on the registration card. continue
3a. The employer information does NOT indicate that either parent is employed in seasonal agriculture or fishing. stop
3b. The employer information DOES indicate that at least one of the parents is employed in seasonal agriculture or fishing. continue
4. The names of the student and parents, the employer information, and the telephone number are placed on the Migrant Education Referral list for the building. continue
5.  The parents fill out an Eligibility Questionnaire, or the eligibility questionnaire is completed via a phone interview. continue
6a. The family responds ‘No’ to the first question on the Eligibility Questionnaire. stop
6b. The family responds ‘Yes’ to the first question on the Eligibility Questionnaire. continue
7a. There is no check for any of the five qualifying activities under the second question on the Eligibility Questionnaire. stop
7b. There is a check for one of the five qualifying activities under the second question on the Eligibility Questionnaire. continue
8. The family is referred to the recruiter for an interview. The recruiter calls (if possible) to set up a home visit, or a home visit is made to conduct the interview. continue
9. The recruiter visits the family, conducts an interview, and fills out the Basic Interview Pattern. continue
10a. The family does NOT qualify for the migrant program. stop
10b. The family DOES qualify for the migrant program. continue
11. A COE is completed, and appropriate copies are distributed to the family, the school, and the regional office. continue
12. The students are enrolled into the COESTAR system. stop
